Whopping salaries for municipal managers

Cape Town – Municipal managers in the Western Cape – some of whom are tasked with administrating small towns of about 10 000 residents – are being paid salaries on a par with cabinet ministers, with some almost matching the presidential package.

A survey of the 30 municipalities in the province revealed salary packages ranging from R326 000 to R775 000 a year for municipal managers.

Those municipal managers who responded to the survey included: Tom Lotter of George municipality – R775 000; Louis Scheepers, Saldanha Bay municipality – R617 615; Neels Zietsman, Mossel Bay municipality – R617 000; M C Botha, Eden district municipality – R609 120; Coenie van Rensburg, Swartland municipality – R548 000; Derek Welgemoed, Beaufort West municipality – R538 000; Keith Jordaan, Cape Agulhas municipality – R487 000; Deon Lott, Central Karoo district municipality – R486 000; Arnold Bredenhann, Bergriver municipality – R450 000; Francois Human, Kannaland municipality – R400 000; Newton Wicomb, Prince Albert municipality – R329 000; Petro Williams, Laingsburg municipality – R326 000.

Most of these packages exclude annual performance bonuses and all the municipal managers were employed on contracts of between five and seven years. Western Cape Local Government MEC Cobus Dowry said: “Something, somewhere is very wrong that these guys are earning such huge salaries.

“We can’t have a case, as we had at one stage, where a municipal manager (former city of Cape Town manager Robert Maydon) was earning more than the president of the country,” Mr Dowry said. “It is not right. In many cases, especially small municipalities, these salaries are far too much.”

President Thabo Mbeki earns R922 830 a year, Deputy President Jacob Zuma R821 190 and cabinet ministers earn about R678 000 a year, deputy ministers R551 000 and MPs walk away with a relatively paltry R300 000-plus. Cape Town mayor Nomaindia Mfeketo earns a salary just shy of R450 000
